The Marin County Grand Jury is largely impressed with the Marin Humane Society's dual role as animal services and nonprofit animal shelter. In addition, according to a recent Marin Independent Journal poll (4/12/08), more than 87% of respondents think that the Marin Humane Society is "doing a good job."

Marin County and municipal animal control ordinances have been enforced through a Joint Powers Agreement (JPA) since 1979. At that time, Marin County, acting for the parties to the JPA, entered into a countywide animal control services contract with the Marin Humane Society.

The recently released report concludes that "MHS is an important community asset, and the citizens, pets and wildlife of Marin are better off for it." The Grand Jury also commends "the long history of collaboration, cooperation, and advocacy between county and municipal officials and MHS in adopting progressive animal ordinances."
